In US&R ICS, safety during operations is managed by the Safety Officer, who oversees the incident’s safety program. This role continually assesses hazards, ensures PPE and training standards are met, conducts safety briefings, and coordinates with the Incident Commander to implement mitigations. Importantly, the Safety Officer has the authority to stop or modify operations to protect responders from imminent danger. While others—such as the Team Leader who directs a specific crew, and the Operations (Section) Chief who runs the overall operations, or the Platoon Sergeant who supervises a unit—are essential to task execution and field performance, they do not hold the incident-wide safety mandate. That combination of authority and focus on hazard management is why the Safety Officer is the best answer.
